The Coronavirus Aid, Relief, and Economic Security Act (H.R. 748, «CARES Act») was signed into law on March 27, 2020. The CARES Act is the third stimulus bill aimed at providing relief to employers and individuals affected by COVID-19. Below is a high-level summary of the provisions related to small business assistance, tax, retirement, paid leave, unemployment insurance, and direct payment to individuals. Small businesses should work with an experienced financial advisor to carefully assess available assistance programs to determine the interplay and best option for their specific circumstances. The standard 20 percent federal tax withholding is not required. The SECURE Act removes the common nexus requirements and allows open MEPs for employers that don’t share common traits to be administered by the pooled plan provider.
Retirement Planning Issues
In 2021, employers with 500 or fewer employees during 2019 may elect to receive an advance payment of the credit in an amount up to 70 percent of the average quarterly wages paid by the employer in 2019. In an amount equal to the sum of such costs incurred or payments made during the 24 weeks after loan disbursement, if employers meet certain requirements, including maintaining employment and wage levels. Additionally, businesses that previously received a PPP loan may also be able to receive a second PPP loan if they have 300 or fewer employees and meet other eligibility requirements. The Social Security Administration allows any individual who is eligible to receive Social Security benefits at full retirement age the option of receiving benefits beginning at age 62.
Who qualifies for IPERS?

Members vested with seven years of service can purchase IPERS service at retirement using personal funds or by rolling over money from a qualified retirement plan.
You must also pay market interest rates, which means the rate must be comparable to what a conventional lender would charge on a similar-sized personal loan.
